About NIC Morena

Establishment of NIC District Centre

The NIC Morena district Centre first became operational in 1989. The initial task to generate computer awareness among the staff and there by encourage them to use the computer communication facilities set up in the District. The main objective of the NIC district centre is to assist the district administration in overall computerization of different administrative processes and procedures, so that related information for decision making is readily available at all the levels.

The NIC District centre has been instrumental in successfully propagating and integrating a culture of informatics with the working of the District Administration. NIC, Morena has continued to promote IT Culture and awareness in this district along with providing full ICT support to the District Administration and other Government Departments. Morena District Unit is providing effective support services in the area of design, development, implementation of appropriate MIS/Databases for district level applications, training, assistance in electronic communication, processing of various data, etc. NIC Morena has organized training programmes at various levels for almost all departments.

Major Activities and Achievements of NIC District Centre

The district centre has already taken up various projects in order to extend technical support and guidance to the various Departments and developed & implemented the nos. of software. These include conducting feasibility studies for computerization in the user organizations; and designing, developing and implementing computer based information system. Also NIC Morena has received the various computerization projects were captured, tested & implemented initiated from state and NIC headquarter and close contact with user departments for timely data acquisition, data feeding, transmission and report generation.

Major Activities during the Year 2010 :-

Successfully implemented Monthly DIARY of Officers and Revenue Cases Monitoring System - Web Application at Div. Commissioner office and training imparted.
Successfully Implemented web based Vidhan Saqbha Question Reply Management System, Annual Property Return Management System (Scanned Records & Uploaded) and Lok Sewa Guarantee Act application(created 77 users) within time limit and attended VC sessions related to these applications.
Uploaded verified data “16026” records of IGNOAPS, IGNDPS, IGNWPS under NSAP project so far.
Performed/Administered Pledge at 11:00 AM on Anti-Terrorism Day on 21.5.2010; Sadbhavna Diwas on 20.8.2010 and Vigilance Awareness Week (from 25.10.2010 to 1.11.2011) on 25.10.2010 respectively.
Extended 2 MBPS Leased Line support round the clock to Post Office & DFO, Morena and 46 NICNET users.
Disseminated Examination result 2010 of 10th & 12th of MPBSE, PMT/PET/PAT, CBSE 10th & 12th to the students free of cost by showing on two machines to the individual as per instructions.
Coordination and Technical Support for Computerization of Census 2011 – Conducted VC sessions, Creation of Databases for Master Trainers & Supervisors, Compilation of data, Receipt & transmission of emails etc.
Successfully organized Training/workshop on SGSY-MIS web application on 16/4/2010, attended by 20 officials of Zila & Janpad Panchatyats.
Initiated and successfully organized 2 Training/workshop on BRISC web application http://mpsc.mp.nic.in/briscdemo for Collectorate on 18/09/2010 and 18/10/2010, participated by 75 employees of various Bank and Revenue Officers of the District. Pilot implementation at Morena.
Successfully organized Training/workshop on e-Scholarship web application www.scholarshipportal.mp.nic.in for Dept. of Tribal Welfare on 12/09/2010, participated by 75 employees of various Nodal agencies/College Principals/OIC’s & representatives of school/colleges.
Attended E-learning session on IDSP, CONFONET, SQL Server and Open Source. Attended 5 days MDP at IIM Indore.
Successfully Configured VPN account at Zila Panchayat and DIET for updating their website.
Prepared E-inclusion Report and submitted to NIC Hqrs.
Prepared Status of Hardware/Software availability at District/Block level Veterinary Hospitals under NADRS project.
Complete ICT support to Tehsils/Block offices for successful implementation of AGMARKNET, PRI, Bhuabhilekh, Data Hosting of LR, LSGA and PARAKH software including its Reinstallation, backup.
Extension of 2MBPS leased line services round the clock to all the NICNET users.
Successfully developed & implemented Labour Data Management Information System using .NET/SQL Server 2005. The Total Number of Records entered "16500" so far. The block wise and beneficiary wise reports generated for its review and monitoring purpose.
Successfully Coordinated & support for site preparation, installation of Systems, Physical Verification of LAN and implementation of Court Information System of “District and Subordinate Court Computerization” Project.
Successfully implemented CIPA project in “11” Police Stations - “9996” FIR entered till Dec’10 & trained employees.

Social Security Pension Distribution System has been made for timely settlement of cases and to manage the distribution of pension of the district for panchayats for the distribution of funds according to the instructions from finance commission.

National Social Assistance Programme (NSAP) training was organized at NIC Morena on 12/10/2009, 2.30 pm to 4 pm.

NSAP online web application (http://nsap.nic.in) with three schemes, namely Indira Gandhi National Old Age Pension Scheme (IGNOAPS), Indira Gandhi National Widow Pension Scheme (IGNWPS) & Indira Gandhi National Disability Pension Scheme (IGNDPS), where explained in detail to all participants with hands on training by Mr. Shailesh Dubey, DIA, NIC, Morena The data related to Morena was hoasted at http://nsap.nic.inPortal and being the first in the state.

Payroll software has been implemented in the collectorate, Land Records and other departments. It gives all pay details of all the employees and prints out the pay bill, pay-slip and different schedules according to the format prescribed by the director of accounts and Treasury.

Complaint Monitoring System: The complaint monitoring system has been devised in such a way that is keeps complete track of the complaints status at any point. The software has been implemented to sort out various types of problem existing in the current manual system. Almost all the required reports are generated starting from complaint registration data wise, list of complaints for any period of time, report of status of complaints, pending complaints list, disposed complaints list, summary and statistics reports etc. These reports can we generated officer wise and date wise etc.

11 Points Programme: As part of e-Governance initiative, the Govt. of M.P. has taken up the 11 Point programme for providing basic amenities in each and every village. The programme envisages monitoring the working of Hand pumps and Transformers, functioning of Schools and Aganwadies, payment of salaries in schools, distribution of Mid-day meal in schools, distribution of essential commodities through Fair price Shops etc. This programme is modified as PARAKH by enhancing / including other services. Also the monthly data is uploaded on the web site http://demo.mp.nic.in/bsmmp and followup action by concerned department updated within the time limit.

General Election: NIC Morena always provides complete technical support during various elections, be it Parliamentary, Legislative Assembly and Local Bodies elections. NIC Morena has developed software application for the pre-poll activities like polling party formation system, sector magistrate and zonal officer route chart etc. The election polling parties formation system take care the all norms supplied by Election Commission for the formation of polling parties, generated duty orders and decoded duty allotment reports etc.

Bhu-Abhilekh V 2.0 s/w: Bhu-Abhilekh V 2.0 software for khasara distribution has been working successfully since 1990 in all tehsils of Morena. People of all the tehsils of Morena have benefiting from their own tehsil center using this citizen centric project. System provides the facility for mutation updation, copies of Records of Right (ROR), B1 and Khasara etc. Updated version of Bhu-Abhilekh V 3.0 installed at all Tehsils of Morena District. Also the Crop Cutting Experiments , Departmental Construction Work and Data Hoasting software is being utilized and Morena has distinction to upload the latest data in the web site http://landrecords.mp.gov.in of Commissioner, Land Records & Settlement M.P.

Election Lok Sabha Counting System: NIC Morena has been provided assistance for computerization of each stage of Parliament Election – 2004 right from the filing of nominations by candidates, Candidate’s affidavits scanning, Polling parties formation, EVM allotment to polling center and Counting result preparation. The software was developed for the preparation of counting results in Parliament Election 2004. This system has been generated all the required intermediate and final result formats including P01, P02, P03, P05, P08 and Final Result Format 20 table-wise & round-wise.

Arms Information System: This is a most important project of dacoit suffering district Morena. In Morena, there are around 25 thousand arms licenses of different category. District Administration already started the computerization of the process of arms licensing since last two years. NIC Morena has developed the nos. of reports for smooth functioning of the issue of arms licenses process for arms section.

Shiksha Karmi s/w: NIC Morena has developed the system for shiksha karmi recruitment process for the Jila Panchayat and all 7 Janpad panchayats and implemented it in Morena district. It consists of the data entry, modification, query and various types of reports. Report includes Shiksha karmies checklist, gradation lists and rejection list. After the data entry completed it generates the checklist for data verification. Then it generates the gradation list for each of 8 categories as per the vacancies exist and norms of govt. of M.P. With the help of this software all the marking calculation done automatically and generates the gradation list.

AGMARKNET - Agriculture Marketing Information Network - AGMARKENT s/w for Daily Market Rate implemented in all seven KUMS of Morena District and reinstalled the s/w as and when needed. (Report)

Applications Implemented during 2009

CIPA(Common Integrated Police Application) : CIPA project have been implemented at four Police Station namely, City Kotwali, Civil Lines, Banmore and Nurabad of Morena District. The inauguration of CIPA s/w at City Kotwali Morena was done by S.P.Morena Sh.Santosh Kumar Singh on 16.9.2009 at 4:00 PM by giving first computer generated FIR to complainant in presence of Electronic & Print Media persons. 1st Seminar on CIPA s/w was organized at Govt.Polytechnic College Morena on 5.10.2009 at 1.00 PM to 3.00 PM, which was attended by TIs, HCs and TAs of four Police Stations, namely City Kotwali, Civil Lines, Nurabad and Banmore. The Introduction, aim and objective of the CIPA s/w was presented by DIO, Morena and Registration, Investigation,Rojnamcha and Reports modules demonstrated by STA to the participants. (Report)

E-scholarship online application : Implemented E-scholarship web based online application for Post Matric SC/ST Scholarship at Morena District. A one day workshop on online E-Scholarship Application was organized on 08.09.2009 at Govt.Polytechnic College Morena for Nodal Officers of Govt.Colleges, / Higher Secondary Schools and Private Institutions of Morena District. 67 Noadal Officers attended the workshop. The E-Scholarship Application was demonstrtaed by TD &DIO Sh.Dilip Shitoley and DIA Sh.Shailesh Dubey to all the participents. (Report Attached)

E_Khanij Online Application : The e_Khanij software developed by NIC MP for Mining department , as per the directions given , E_Khanij online web application successfully implemented at Morena district & all entries have been completed on 28/10/2009. NIC Lease line Internet connectivity was also provided to Mining Office Morena from 30/10/2009. LAN cable & switch have been procured by Mining office.

SGSY-MIS Online Application : The SGSY-MIS Online Application developed by NIC for DRDA department , as per the directions given , One day workshop was organised to demonstrate SGSY-MIS online web application on 16/04/2010 attended by 20 officials of Janpad & Zila Panchayat, Morena for successful implementation at Morena district.(Report )

Prepared PP Presentation: During the recently concluded Loksabha Election - 2009, a Power Point Presentation was conceptualized, designed and developed to cater the needs of the senior officers from Election Commission and officers which are employed in election duties for information of planning and strategy for pre-poll and post-poll preparation of about more than 100 slides. Also prepared PPT for Hon'ble CS,MP review meeting to be held on 16.2.2010 at Chambal Division Morena. So many ppt prepared for demonstration of various training held at Morena.

E-mail and Internet Connectivity

All the district level offices and Janpad offices where the computers and other IT equipment are available, E-mail and Internet dial-up connectivity has been provided by the NIC district office. All the offices directly can send and received the mails.

Also extended Local Area Network (LAN) nodes to DM Chamber, O.S.Section/BRISC, Steno Section, ADM chamber, Dy Collector ,Election, Mining, Tribal Welfare, Food, SDM Morena, SamadhanEkdin, SLR, etc. for accessing E-mail / Internet on high speed NIC Network.

Video Conferencing facility

NIC Morena providing the Video Conferencing facility to District Administration and other government departments. This facility is extensively used by Hon’ble Chief Minister & his cabinet and senior officers from different departments of Secretariat and HODs to meet their field officers placed in the district for getting the status of various implemented development schemes or ongoing projects and improve the productivity by reducing the time and traveling expenses.

Training to Government Employees

Training is the basic factor for any computerization effort. The NIC Morena district Centre Organizes a variety of training programmes through out the year at different levels. Initiated computer training for Revenue staff of Tehsildar, SDO/SDM, Addl Collector and Collector Courts of District Morena at NIC Morena.

Website Design & Hosting

NIC Morena has designed and developed the of website of the districts Morena and Sheopur. It contains useful information about the district, which is regularly being updated. It contains information pertaining to all the activities of the district. It is being updated regularly as and when needed.

NIC Morena has designed, developed and maintain the of website of the Divisional Commissioner, Morena. The web site http://commissionerchambal.nic.in is released for common man on 12.11.2009 after Security Audit Clearance.

NIC Morena has designed and developed the of website of the Govt. Polytechnic College, Morena. The web site http://polytechnicmorena.nic.in is released for common man on August 2010 after Security Audit Clearance.

Other Services

Some of popular services are providing by the District Centre are census data in defined formats and school results dissemination among people and students etc.

Now all the Government departments of Morena have begun to realize the benefits of computerization. Now they like to approach the NIC for different purposes.
